(1) Strictly prohibited documents shall remain secret for a period of thirty years at a time and no one shall be allowed to publish or refer to such document or its dealings in whole or in part or to see any person other than the concerned person without the permission of the Government of Nepal. .

(2) Strictly prohibited document must be kept under seal and transfer or exchange of such document must be done under seal.
